2. Proposal to Increase funding to the Private Adoption Agency Reimbursement Program

There is a major initiative to increase permanence for older children and children that for other reasons do not achieve permanence.  The private adoption agencies are currently doing one third of the ~7,000 children who are adopted out of foster care.  They are prevented from doing more because of the huge gap between costs and funding.  They are working on an increase to the Private Adoption Agency Reimbursement Program (PAARP) to eliminate the gap and allow the privates to at least double the number of children who achieve permanence through their efforts.  Lots of good things about this remedy… it is performance-based (agencies only get paid if there is a placement and finalization), it saves more than it costs within only a couple of years, and it opens the door to drawing down federal adoption incentive funds of up to $10,000 per child.

We just learned Friday that our request to have a hearing was granted and we will be on the Assembly Budget Subcommittee's Health and Human Services Agenda this Wednesday, April 18th. Your support will make a big difference.

8. YDPN 5th Annual Summer Resource Exchange on April 27th

The YDPN is gearing up for its 5th annual Summer Resource Exchange (SRE)!  This yearly event connects youth workers with their peers in efforts to better connect youth to resources available over the summer.

This year, we’re focusing our efforts specifically on the Excelsior neighborhood in San Francisco.  The SRE will be held at and in partnership with Excelsior Middle School (aka Small Middle School for Equity) on Friday, April 27th, 2007.  We’ll start with networking activities, and then host two workshops—one about the culture of the Excelsior and one about summer emergency services.  Once school lets out, we’ll then invite youth and their families/guardians from the Excelsior into the school for a resource fair.

Attached is the event flyer and registration/information form!  Email Maria Picar for more information at mfpicar56@yahoo.com.

The Youth Education Scholarship (YES™) program was developed to help former foster youth achieve the dream of a college education or vocational training. YES™ scholarship funding is intended to supplement, but not replace, other available financial aid or scholarship funding and may be used for tuition, books, school supplies, housing, transportation, clothing, food and other education-related expenses.
