California’s foster care system has made enormous positive strides over the last decade. The number of children in foster care has declined by nearly half, and more of them are being placed with relatives. These trends stand in stark contrast to the rest of the country, and are a sign that California is finally taking its responsibility to foster children – who are all of our children – seriously. Everyone who’s responsible for this remarkable progress deserves congratulations and applause.
Still, this is no time for complacency. As a new report from the Public Policy Institute of California notes, California’s foster care system still faces significant challenges.
